Somone got this in my house. I know it’s blue rare or rare. Can you identify exactly the cut and anatomy of the beef?

What’s the best way to season and cook this piece of meat?

Blue/Blue Rare is a level of a steak is cooked to, that isn't a steak and it doesn't look cooked at all.
I have no clue as to what cut, never seen a cut like that.
There are too many different ways to cut up a piece of meat, some cuts have two or more different names depending on region, ethnicity or marketing ploys.
 
Maybe a blade steak or an arm. Either way cook it slow.

It's been many years since I butchered but it looks like the piece between the two briskets.

That was the direction I was leaning. A portion of the sternum maybe. I think cutting the meat from bone and connective tissue, then cutting in cubes for low and slow Burnt Ends would work...JJ

Finally, a forum with clear-cut answers. Somebody stopped by in Shepherd's Bush market and picked up a random piece of meat without specifying the steak. I prefer rib eye.
