Question regarding UDS

Not a build yet so hopefully im not posting in the wrong area.

A guy is selling a burned out 55 gallon drum for 15 dollars in my area. I cant burn a drum safely near my house so I couldnt make one. How do I check or know the drum has been burned out?

I guess burned black with some silver color showing is one thing, but I want to confirm from people who actually made it. Guy showed no picture of it so I am unsure if he cleaned it after or not.

Main thing is to make sure the inside is clean. No red liner, no paint, Take a grinder to the inside . If he burned it out the outside won't have any paint on it. I would get it and use a grinder on it . Does it come with a lid ?
