Strange texture to prime brisket at Costco

I'm new to briskets and picked up a prime brisket at Costco today. While trimming the fat i noticed one end of the brisket had a dried out texture, almost as if it was dry aged. It was sealed in a wet vacuum package when i bought it. The dried texture portion smelled ok, it actually reminded me beef jerky. I attached a pic. Is this normal?

Yeah, it’s pretty normal on the briskets from Costco. I believe it due to a steaming process during packaging. I typically see it on the outer edges of the flat.
 
Likely from when they steam the carcass to disinfect the exterior prior to disassembly.
