I have a wsm and am looking for a good place to buy charcoal.  Costco has it 2 20lb bags for 16 bucks.  Home depot was two bags for 17 is the cheapest you can find it for usually?  Is there a better fuel to use for the wsm?

That's about as cheap as you will find. Home Depot had a sale a couple of weeks ago for 2 - 20 lb. bags for $7.99. That doesn't happen too often.
 
Kingsford is consistent, theres a website that compares lump and coal, just look at my signature. 
 
down here in ga. the week before memorial day and july 4th and labor day home depot always has the 2 20lbrs for about 8 bucks

we always stock up then.  kingsford that is. 

some folks around here swear buy kroger house brand never used it myself tho.

I think about $8 is pretty common.  I use it for grilling and bringing my smoker to temp before switching to lump.  Home Depot had that 2fer sale, and I picked up 160 lbs.  That will keep me grilling for a while.
