I am smoking Tilapia.  Do I use the water pan with water in it or not
 
Hopefully some seasoned Tilapia smokers will chime in, but I do not use water when I smoke Salmon or Steelhead.  If Tilapia is dry like for instance Halibut, water might be recommended.
