.... should it be removed? I am trying to get together plans for a new smoker from a 55g drum and didnt not know if the outside paint should be removed or not.

It'll likely burn off when you season it, and make a helluva mess, but oh well! I'd make a really hot seasoning fire to do just that.
 
Yep, what he said. Get a real hot fire going inside the barrel and the paint should burn off. If there's any left after the burn, you can take a weed burner and hit the spots that are left.
