Just found one in the freezer with 11/21 date still in cryovac. Should I chuck it, cook it, or grind it up for sausage?

LoL I bought this in a BOGO sale and it got put in a freezer that I don't usually use.

The USDA says that meats are good as in safe indefinitely if they remain frozen. They footnote it with quality can degrade.
So does that mean a fresh pork butt would be better for sausage?
 
It says " can degrade" When it's sealed well I see no quality issues. Sausage us likely a perfect use for it in my opinion.
