Is it devastating that people had to die? Yes.
It is sad that this is what our country has come to.
In order to protect or defend yourself in any legal matter, you must pay ridiculous amounts of money to attorneys to "represent" you. I think the legal system is bull$#!&. The phrase "innocent until proven guilty" is about as bogus as can be. When it comes to the courts now days, you are "guilty until proven innocent". With tough times, the government, corporate america, utility companies squeezing every last penny out of you, it may be safe to say, that more things like this could happen in the future.
Unfortunately, drastic measures are usually the only way to get any attention on a matter.
The insurance company, will pay to repair the building, the IRS will pay the families that lost a loved one, the government or some media will label this guy "mentally unstable" and everything else will be swept under the rug. The IRS will continue on with its ways of brow-beating individuals, and government will stand behind them as long as it's how they are partially funded.
The American Dream.... Rent your land from the government until you die.
Dont get me wrong, I love the USA, but we've fallen away from what made us so great many years ago. Hopefully we get things turned around soon.
