Indoor herb garden

My wife and I are preparing to start an indoor herb garden. The first question I have is what's the best lighting to use? At this point we're thinking of using high output T-5 lamps and suspending them over shelving units.
Next question would be watering and what's the most convenient method ? Is there a trickle system or some other way to auto water ?
We are truly novices and would appreciate any guidance y'all might have.
