Welcome to the site from west of Colo Springs. I checked with the county about building a a smoke house for cold smoking and they said no. We do live in the mountains and in the forest. I don't think they know what cold smoking is.

Colorado has the dumbest regulations sometimes. Not telling anyone what to do, but I'd build it anyway just try to avoid anything you need a permit for.
