I have an electric smoker. When is the best time to use wood chips and when to use wood chucks?

Neither!
The best thing to use in an Electric Smoker is an AMNPS (Tray), with Pellets or Dust.
Get up to 11 straight hours of perfect smoke without reloading or touching it.
With that & a Digital Wireless Therm, in an Electric Smoker, it's set it & you're good to go.

Assuming there is room for the AMNPS. What if the OP has say a little chief ?

I think chips would work well but if your looking for continuous smoke or plan on cold smoking as bear mentioned look into the amnps tray or tube they work great.

I used chunks in mine as they would last longer
