Wondering what tool this is

I saw this mounted on Aaron franklin smoker in a pbs episode and can't figure what it is. Any thoughts

Looks like the top is threaded to attach a garden hose and then you open the valve on the side to let the water in and then close the valve when you've added enough. Then during the long smokes you just open the valve again to add water as it evaporates. Does Franklin use water smokers? Maybe that's his secret!
