Tuning Plates - best location?

Hey guys,

I've been looking at as much as I can on tuning plates (just bought an OKJ Highland) and am having trouble deciding the best place for the plates to rest. I've seen about half with the plates 3 or so inches below the cooking grate, and half with the plates resting on the charcoal grates on the bottom of the smoker (maybe 6-8 inches below the cooking grates). From what I can tell, the most important thing is that they have to be equal with, or above the baffle from the FB. Aside from that, does it matter where they are?
