It doesn't seem like a bad deal but go look at it and see how it works. Then offer him alittle less and see how they react to your price.
 
Make sure the sharpening stones are in good condition and that they work. Look underneath and inside it for cleanliness and take close note of the serviceability of all the moving parts. Double check the condition of the knife as well. Offer less but don't low-ball..
