Not smokin

I just started using my Brinkman Vertical Smoker (Propane)and would like to know how I could get it to smoke more. I mean putting water in bottom pan and wood chips in the pan above it (close as I can get) the chips don't seem to be smoking much?

Chips in the bottom pan and water pan above that should get you better results.
