Need help with electric smoker not heating right

I built a smoker out of a old stainless steel refrigerator it measures 25"by 25" with a height of 52" in order to keep it around 200 degrees I have to have 2 1100 watt hot plates on and also a electric grill unit didn't know if anyone has any other ideas on what to do I do want to keep it electric want to be able to get more heat if I need to

What temp outdoors where the smoker is?

2100 + watts should be more than enough.

Some photos may help us figure it out.

Outside temperature 20 is there a way to get bye with just one heating element
