Roushy, morning....  I think most folks build their own wheels... I know I have built them...  PITA to get them to roll true, of course I built mine free-hand, no jig...

did you cut them out of a piece of pipe or roll flatbar around a spoke?

I would think if you cut them out of a 1/4 inch wall pipe, you could make a nice set of wheels. I would recommend just drilling the center hole after its built instead of trying to center a piece of pipe or something. That would be tedious trying to get it to center.
 
I have seen these used on a few builds but have never seen where I can buy them.  I installed some 10" cart wheels on my rig but it just doesn't look right.  If I can get some inexpensive metal wheels I would prefer that.

Any suggestions as to where I might be able to purchase these?  I would need a smaller version

RW, evening... I had the steel supply use the band saw and cut 8" pipe I think it was 3" width... then I cut spokes from flat bar to approx length.. Drilled center holes in the flat bar that fit the axle hub( 1/2" pipe).... spun the spokes, while on the hub, to measure the length that they were all equal length and fit inside the 8" pipe, radius the ends...  One spoke on the inside, one outside, one in the middle...  Looked weird but for about $5 per wheel wasn't bad... There were no bearings or bushings in those wheels... steel on steel... No zerk either... oil can lube...  Dave

I was in the garden center at Home depot and noticed alot of the planters had wheels and even saw a plant hanger that would easily be turned into a propane tank holder. Catch stuff like that on clearance or at a yard sale and you would have yourself a bargan.
