Found this at local wally world. I don't expect prime but I can't see any info on the label. How does this look, other side had plenty of fat and what is that discoloration lower right.

From appearance it looks good to me. Walmart sells USDA Choice.
A good test for tenderness is to pick it up in the middle with both hands. If it’s tender it should have a pronounced droop on both ends. If it doesn’t then test the next one. B

Usually on the back side of the plastic bag will be the grade of meat. Walmart where I am has select and choice sometimes. Both for $2.56/lb.

Like dave said just cut that discolored part off. No biggie.
 
While not very appealing the discoloration is normal. I am told by the meat cutters it is called "scald". The beef are split at the slaughter house with a compressed water knife. Similar to water jet machining. Like anything else water get hot when under high pressure and causes the scald.
Just trim it off. I warn any customer buying whole briskets in the bag of this. I don't need them returning it because they mis-understood what it was. So far, no complaints.
 
Thanks to all of you. First packer I've seen in our local walmart. I will chk the back of the packing. I'm no pro and only have two briskets under my belt and both turned out good but they came from local butcher . Just didn't want to get behind the 8 ball on this one. Looking to get ready for a memorial weekend brisket smoke.
