Be careful if you start taking out inactive members as to how you do it. Another vbulletin based site I go to lost a lot of content when members accounts were deleted because all the threads they started got deleted as well.
The points is a way to show someone you appreciate the post. You go to their post and in the upper right hand corner use the scale thing. there was a great post somewhere that got into all the details.
All records take up space in a database. vBulletin also uses index files for every database file, which in vBulletin's case, is a file for each table. Paradox and dBase are this way also. Other database engines such as MS SQL server store all the tables and associated indexes in a single file.
From time to time, the indexes need to be rebuilt and the tables need to be reindexed. Even deleted records take up space until the database is compacted. So from an efficiency perspective, storing a bunch of records with nothing associated to them (inactive users with zero posts) does create significant overhead.
I quickly learned that at least one member of the OTBS doesn't follow the acceptable guidlines when I commented on points.
