I've put this off too long and now I need a budget smoker, fast. I like offset and horizontal drums compared to bullet type cookers. In the past I have had a couple of the smoke n pits, char-grillers, etc and had the typical PITA experiences with them and won't be going that route again. There is a local guy that makes some nice looking smokers out of 55 gallon veg. oil drums but they have some odd features I have questions about.
1. The chimney is in the middle of the lid. I would think especially with an offset it should be closer to one end, no?
2. The firebox is heavier guage material but seems small and sits low on the cooker. This could be a good thing but I'm not sure. ?
3. He has a few, including a 60 gallon, non offset, heavier model that do not have a chimney. The cooker needs a chimney, right? I like the heavier model but it doesn't have a firebox and isn't as deep as the 55 gallon version which concerns me with no firebox.

I’m no expert, but OK Joes Longhorn meets your criteria I believe, but maybe more than your budget.

Maybe call that guy making the smokers you were talking about, he would be the best to answer your questions about them. Might even be able to strike a deal with him for a new smoker in your budget.
 
I would follow you gut and steer clear of them.There are name brand offsets in your price range that can be easily modified to perform pretty well.Many of these mods are proven and documented on this forum.Char - Griller and Oklahoma Joe come to mind.
