have you tried a electric spice grinder or coffee grinder?? i have never tried this yet but my friend that is a chef told me to try one of these to grind peppercorns it is what he uses.

It will grind a large coarse grind down to minute specks. I've had a multitude of grinders and nothing even comes close to this model.
I did, but I don't use an electric grinder anymore- it takes very little to go too far and have pepper come out the consistency of flour. I either use a good pepper mill or a morter and pestal. The former can be adjusted, and you'll get essentially an even sized flake. The later takes more work, but it is best if you want a variety of different flake sizes in your rubs. A grinder just can't do that.
Peugeot, the same French manufacturer that makes the cars and bicycles also makes the worlds best pepper mills. A Goggle search or Ebay will find many suppliers.
I have a good pepper mill but it is still a pain to grind enough for a batch of rub. I tried the coffee grinder and as someone posted it turns too much of it to powder. I might try a grain mill next.
I pulse mine with a coffee grinder and shake it through a fine mesh strainer. Anything that stays in the strainer goes in the rub tub. What makes it through goes in the table shaker.
Obviously if you have the means, a mill is a better option, but you can achieve the same result without having to use, as Alton Brown would say, a uni-tasker (a tool useful for only one purpose).
Saw an episode of "Good Eats" where Alton Brown removed the knob from a pepper mill, and chucked the spindle in a battery powered drill. Have been meaning to try that.
