I don't know about other states, but Pennsylvania has rules covering everything you mentioned, and many more, including licenses & Permits, safety jackets & flotation cushions, classes attended before getting permits, and booze on the water.

OK, our boat was less than 25 hp, no education required.

My son's boat has 2 600hp jet drives. He can fly offshore. Mine sips gas. His sucks it.
I love fishing.
