Best ways to remove leftover oil in tank

My buddy brought me a 200 gal. oil tank that he wants made into a smoker, the tank had about 3 or 4 gals. of oil inside which i already removed. What can i do to really clean it out other than burning it at this point.
 
I was thinking about some heavy degreaser and some hot water, let it and drain. I live in town so burning at this point is out, just want to get it cleaner so i can start sutting and welding. Thanks
 
Put some water an soap in there, then stuff an air hose in there an let bubble away fer a bit. Rinse it out well an ya should be good ta go, alothough, besure ta have a fire extinguisher handy just in case. Oil ain't as explosive as fuels, but the first cut generally makes the hairs on ones neck stand up fer a bit!

Get the cheapest kitty litter you can find and throw it in there.. give it ample time to absorb, stir if needed, then remove...
