So I pulled a 5lb plate rib out of the freezer bc was gunna cook this week but looking like I won’t get to it until the following week. It if from Costco and vacuum packed in thick plastic. Should i refreeze or is it fine in fridge for a few weeks?

Yes. Fresh meat in cryovac is good in fridge for weeks depending on the pack date not the sell by date. I'm assuming you bought this a while back and is now we'll past the pack date? Like smokinedge said I'd feel comfortable with a week in fridge. Longer I'd definitely freeze. Either way why take a risk on losing meat when you can safely refreeze and thaw again?
 
I may be wrong but if frozen then the "use by" date is the sell by date plus the days frozen. I have always thought defrosting and refreezing meat wasn't a good idea.
