Does anyone have trouble keeping the pellets going when using the smoker in very cold weather outside? I can get the pellets started but I'll come back in 40 minutes or half hour and find that only an inch or so have actually smoked. I was just wondering if anyone has experienced this and if so do you have a solution?
I've tried warming up the pellets with the butane torch and sometimes it works it many times it doesn't.

You might have issues. I use Todd's tube smokers and have ever had a problem even in cold weather.

This morning I smoked salmon and when I started it was 32f.

I have.....   If your smoker is colder than the outside air, a cold air dam will form and not allow for a draft in the smoker...  thus the pellets will go out from lack of oxygen....   Or, poor air flow around the AMNPS, I found this mod does wonders...  no more pellets going out...

If you are using the MES 30, turn the chip chute to the dump position and pull it out 1-1.5"....  that allows more air into the smoker...
