Windy Day MES 140 Smoking

I am looking at getting this to go on my apartment balcony (2nd of 4 floors). I don't want to be that guy and anger anyone. Plan to use mostly when cold out and windows closed or at night.

Two things:
1) Will the MES40 work in windy conditions?
2) If so, I also would like to ask the seasoned veterans how much wind is necessary to dissipate the smoke enough to not anger the people upstairs? I live in a windy area where there's almost never less than 8-10mph wind. I have a steel cable to hold it down in case of another 100mph wind gust evening like we had a week or so ago though so I'm set on that end. If there's always a 10mph wind, will that make it more tolerable for neighbors?
 
The MES shouldn’t smoke anyone out. If anything that will make your neighbors mad is smelling it and not being able to eat it haha. The MES’s that I’ve had burn really clean either with the wood chip tray or pellet maze. I’ve never ran into an issue with wind since it’s sealed pretty well I wouldn’t imagine you will either. If you go the route of a pellet tube or tray I would use the chip loader halfway out for better air flow for it assuming since your in an apartment and probably not much room on the balcony the mailbox mod isn’t very practical.

I sort of thought that about the MES not really smoking people out of anything, wasn't 100% sure though. I was thinking about making an exhaust tube to direct the smoke away, but the bottom of the patio above me is 13 feet up so I figured that'd be enough for the near constant wind to be able to clear it out anyway.
