is there somewhere that shows what points are for and how would i give them to someone who i think is worthy

It adds to a persons reputation

in the upper right hand corner hover over the scales and then click. Make sure to include your name so they know who it's from.

Your User CP button shows who it's from.

One thing to remember is that if you insert the Points logo in your post it does not give points to anyone - you have to go the extra mile and go to the post of person you want to give points to and hover over the scales and click - it will give you a pop up window so you can enter a comment. That comment will show up in the user CP when they go look at it and it adds to that persons reputaion - the reputaiton shows up as green dots in the upper right corner

I finally got some of mine restored after the meltdown sometime ago. In the past I believe you got more rep after each 100th post. I just crossed that mark again and saw nothing happen. Has that changed?
