I found if you right click on the photo and choose image properties you can change the size.

I'm just trying to figure out what size is acceptable for posting.
 
Looks like it degrades if its a low res image to begin with.
 
Yes.  All photos will degrade slightly with enlarging.  This even goes back to the days of paper and chemical processing.  As squib noted, the higher resolution of the original, the less degradation when enlarging.  Always trade offs, as high res photos use more storage.
