I have always been told a year of drying before any sealer or paint on boards, not sure plywood would be different but it might be alot shorter time frame, also the solvent in the paint might make the plywood fall apart. good luck but try a test spot first.
 
Try finding in quart cans. You will pay through the nose, but it may be possible.
I've had to this in Calif in years past and they are the ones that wrote the book on harmful materials that many states now follow. Good Luck!
