Anybody tried the minion method in this smoker?

So far I've tried 2 test runs with no meat and a full water pan. The first test run I put a full chimney of unlit coals in the coal pan and 20 unlit coals on top. After half an hour the temp shot up to around 350 and stayed for quite a while. I fully closed the bottom vents and it didn't matter. I noticed at around an hour almost all of the coals were lit. Just about the same results on the second try with a full chimney and 8 lit coals on top.

Should I start off with half a chimney and 8 lit coals? or try a fuse minion method approach?
