I'm having a ton of issues having the smoker keep up on temp. My understanding is the higher the temp the quicker it will set the bark. However when I put the controller to get to 250F, it does not even get past 200 it just floats around 200 to 170. Is there anything I can do to help heat retention. There is some smoke leak around the cover, but my understanding was this happens.

Do I screw the chimney in completely? Or do I just live with this and understand it'll just take more time to get the bark set

not familiar with your smoker but yes you will have some smoke leaking as long as its not excessive, how are you measuring your temps dont trust factory thermometers they are known to be off, i would try and screw your chimney down some but wouldn't close it completely.

A quick Bing search for the Member's Mark 28" Pellet Smoker Grill indicates the MMPS is similar to the Pit Boss Austin XL, most likely with the same issues - temp control, PID, flame plates, etc.

Contrary to this search is an SMF 2018 tread addressing pellet/temp issues with the MMPSG and links the Members Mark pellet grill to the Embers Grill Trail Embers Pellet Grill. Again both have the same type issues in their reviews. My luck is both are probably made by the same company?!️ LOL! 🤦‍♂️
