Guess I don't get it, is it the 28-31" slot or is it the tail pinch?
You pinch and measure and make sure it's within the slot. Dumb ass rule as far as I'm concerned.The 1/2" gained changes not a damn thing in reality other than to let people keep a 31.5" fish measured the "old" way, at that point you might as well just change to the slot 28"-31.5" and let people measure fish in less time (aka "the old way) so that fish outside the slot can be released quicker. These are the very same fools who think they're saving the species who instituted the rules that have brought the striper biomass back to the historic lows of the 70s and 80s.

How long does it take to measure a fish on a tape or board?
You mention low population so how will a to length limit of 31.5 instead of 31 increase population?

When it's 2am and you're out on the rocks with high surf the last thing you're doing is laying a fish down pinching its tail and busting out a tape. You got two pieces of hi-vis tape on your pole at 28" and 31" from the butt. The more you handle and the longer you keep out of the water the higher the mortality rate,boat guys/comms have the ability to handle fish in a safer environment but the same principle still applies.

Exactly. No one in their sane mind is going to do that but the powers that be that come up with these insane rules actually believe that pinching the tail will do so.

Think of it this way:under the old measuring system a 27.x" size fish would have to be released but pinching the tail now makes it legal size,now apply this to a 31" size fish and it becomes illegal. Absolutely nothing is accomplished by tail pinching other than slightly shifting the size of the fish so you might as well adjust the slot limit by 1/2" on the high end,eliminate the stupid pinching and call it a day or be sane and just leave it the way it was.

This stupidity comes about because of a few folks within the system introduce this stuff more to make themselves feel good by saying they're doing something to save the species when in reality they're doing the opposite,more handle time=higher mortality rate. If they really want to save the striper it's time to start severely limiting what the pogie (menhaden) boats can harvest,more pogies=more stripers and everybody wins,the rec guys and the comm striper guys.

When walleye fishing I have pieces of painters tape on my rods, at 16" and 22". If doesn't touch the 16", goes back, touches the 22" goes back. Takes seconds while out wading in the water.
 
Nothing worse than having to release a 42" striper back.....I would anyway, if I saw it was a cow full of eggs.
