Would oven cleaner work

The last one I did, I just used mineral sprits and it wiped right off.

No. I wouldn't.

So i can just repaint the top with high heat rustoleom and wash iff the oven cleaner

there is this ring of spong like material not sure what it is what should i do

On the drums I have had that ring pulled right out, just had to use a screwdriver to get under it.

If you mean to remove the paint (I would) use an angle grinder with an abrasive disk, not a grinding one. Even a wire disk. Remove all the paint! Drums will not be painted with food safe product. That, or sand blast it. A local shop said they would do my drum for $80, inside and out.

Yikes!!! My local shop only charged me $25.00 to sand blast inside and out! Another $50.00 to powder coat the outside of the drum and the top of the lid, $75.00 total.

Wow! I work in oil country, nothing is cheap here!!!

I just set mine cockeyed on top of the drum as it was nearly burned out and moved it around some until all the paint was gone. And before that I used a heat gun and an old chisel to scrape that dried out gasket off. You could grind it or use a wire brush wheel. A heat gun paint stripper is a pretty cheap thing at your local hardware store. It will come in handy for all kinds of stuff too.
