Giving BBQ a bad name, this is happening in my town

I live in Santa Cruz Ca and we have had a caterer or restaurant dumping  old bbq meat regularly for the last two years. Is it normal for a caterer or restaurant to have this much waste and do this? http://www.santacruzsentinel.com/od...-case-of-the-lighthouse-field-barbecue-dumper

No its not normal, ive never seen any caterer or restaurant dispose of food this way. Either they dispose of it in the trash properly or even donate extras to soup kitchens/homeless/etc.

Might be a food truck?

Here in Portland we have a lot of food trucks and some of them are a bit shady.... most are legit, but a few are probably operating without license. We had a few instances of food trucks buying meat people were shoplifting from local grocery stores.
