It's always better to sharpen one that is only dull, whether you do it yourself or have it done by a Pro.
I never had any running problems that my Son couldn't handle, so I can't help with the bogging down, and it sounds like you're on the right track anyway.
I should mention though that if you're cutting your own "smoking wood" or Shavings, I would drain the Bar-oil reservoir, and fill it with cooking oil, so you don't get your wood full of Nasty Bar Oil.
