Try turning your cooker's firebox towards the wind. I noticed on my Char-Broil Silver that doing that can help to regulate the cooker temps. If the wind is blowing in the opposite direction, the air goes in the chimney and out of the firebox. Of course there will be a happy medium this this... you don't want a fire that's too hot.
