The #1 Pork producing state has it figured out, a Butt is a shoulder and a picnic is the portion below the Butt/shoulder, and typically has skin left on it...

I know I said I would gracefully bow out of this conversation but I just got home from Costco. I asked the meat cutter if there was a difference between a pork shoulder and what people call a pork butt. He said, "No." with no hesitation. FWIW.
