I see them at most large Asian markets.
 
Still have to find the Achiote powder . Hopefully our local Mexican market will have.
Achiote powder or paste.
If you can't find it, you can grind annatto seed in a spice grinder.

If you're keeping the leaves frozen for now, and can't find the achiote, let me know and I'll send you some.
 
Looks like you are off to a good start.
Spicesinc.com has Ground Achiote and a large variety of Dry Whole and Ground Chiles, all at good prices. A well stocked Mexican market may be able to do better but, like where I live, there are no markets in the area...JJ
