When you burn chips or blocks. Do you end up with ash or charcol ? And if you end with charcol, do you dump it or burn the next time? I think I read about it but could not find it again.

If I'm smoking, I end up with ash mostly unless I put on another split late in the game and then shut down my smoker. Then I may end up with some larger pieces that I'll use next time. If I'm grilling with lump and/or wood and have some larger pieces left, I'll certainly use them again, also. Charcoal making by itself is an entirely different process...

My rule of thumb: if you want heat from a wood chunk, burn burn it to ash.
If you just want smoke flavor from those chunks, aim for creating charcoal, e.g. by isolating your chunks from the main fire with an old cast iron pan or putting chips in a smoker box or tube, etc etc.
