Which type of smoker, propane or electric, is better for cooking in the winter?

Hi,

I am new to the forum and have not yet purchased a smoker. I live in Central Alberta, Canada and would like to be able to smoke all year round. The temperature gets to -30 Celsius in the winter here. I was given this True North Electric smoker and it didn't work at all for temperatures around -10 Celsius. Would an insulated electric smoker, such as a Masterbuilt or Bradley work well in the winter? Or would I be better off getting a propane smoker? Thanks for any suggestions. Also I am interested in smoking ribs and fish if that makes a difference.
