water pan in smoker Q

Merry Christmas everyone. 

I've been lurking a bit and finally joined.

Question is...does a water pan in the smoker lower temps drastically? I have an ugly drum smoker i built and it works great with only 1 of the 3 valves at the bottom open (220-280 degrees adjusting the ball valve). I just added a water pan today to keep temps more stable and it is struggling to get past 100 degrees with all 3 intakes open. I normally mix wood chunks with lump coal but this time put all wood chunks on top in fire basket. I know the lump coal burns hotter....maybe when the coal lights it will heat up?
