I just want to add one thing to this thread. Take those plastic/paper bands from around the tanks when you buy/exchange tanks. This way surface rust will not buildup on them and not be detected. Plus I do not use the exchange as you never know what condition the tank you are getting is in. Just my .02
 
The two places I go to just hook the tank up and use the screwdriver on the vent. When the liquid starts coming out the vent the tank is full. I pay by X.X gallons / X$ per gallon. And I can see the tank is full.
