Temperature Control - Plug Burner?

Long time reader, first time poster, great topic, love the forum.

Like many, I'm having problems with maintaining a lower temperature.  Do any of the propane experts out there think it would be wise, or unwise, to modify the burner itself?  I was thinking of running a tap through every third burner hole and installing a brass or stainless screw, in theory reducing the burner output by 1/3. Or would it just increase the size of the flames on the open holes by 1/3?

Is this a dumb/dangerous idea or should I go ahead and just install a needle valve?
