Smoking with water or no water

I have a Brinkmann charcoal smoker that was given to me. I don't have the water pan for it. Is it safe to smoke whole trout without using a water pan, or will it make the fish too dry?  Do I need to use water for smoking a beef brisket?
 
You will need to use something as a heat deflactor and something for a heat sink.

A lot of people put sand in their water pan and cover with foil.

Some wrap a brick with foil.

So no you don't need water.
