Smoking chips

I close my damper on the electric master built smoker and I fire it up but my chips seem to smolder out instead of keep burning ? I don't soak them. What am I doing wrong

I have the same smoker. I don't close the damper and haven't had any issues. I leave it open about a quarter of the way open.
