Ok, I have pellets in, gas on low, damper closed, and a pan of water. My temperature is running at 250F. What now? Will using strictly clunks or chips soaked help with temp?

No, soaking the chips or chunks only helps to slow them down from burning.
For temps, you may need a new regulator. They do go bad after a few years.
It could aslo be the actual controller. I know some people also install a flow control valve.
