First off , smell , taste and appearance can be decieving on the wholesomeness of a food product , especially a cooked one .
There are alot of factors that need to be taken into consideration , such as temperature control ( how long was the food kept in the temperature danger zone 40 * f to 140 * f ) this is total handling time from animal processing , right thru to consumption .... proper cooking temp , internal cooked temp etc etc ...the list goes on and on .
Best before dates are just that , they are a date that a vendor guarantees the product to be good to , it's not some magical time that the product turns bad .
When a piece of fresh beef is spoiled it will have a redishbrown slime on it , and have a smell somewhat like rotting wood ... if your beef is not slimy and sticky I wouldn't throw it , but be sure to cook it well in order to ensure harmfull bacteria are destroyed .
