Am I understanding the 3rd caster...do you press on the pedal and that raises the caster so the frame then rests on two fixed legs? If so, details on that would be appreciated.

That's a setup for moving shop machinery around . Like table saws , bandsaws , ect. When engaged you can move the cart , then disengage and set it down on two legs .
I just put a similiar setup on a table saw .

Thanks, I get it now. I've seen designs like that before and have intentions of making one for my larger table saw. For my cookers on wheels, I find a couple short lengths of chain work good enough, although inelegantly compared to this. (Nicely done!)
Keep a couple short lengths of chain in the trunk as well to kick around grocery cart wheels. Keeps it in place when unloading, no matter how hilly the parking lot may be.

That set up I posted is Shop Fox brand . Rated for 700 pounds . That table saw is spec'd at 450 .
Moves super easy . $129.00 . I have a stationary saw , so that one gets moved a lot .
