Need help starting a BBQ Cookoff

I have a friend that is starting a mens ministry and I was thinking what will get men to congrigate together. I was thinking of a cookoff. Giveaway a smoker and cash. To get backyard guys to bring they smokers and pits and just have some fun with a little compitition and fellowship. I was thinking spring 09 and location is Houston Texas or Katy Texas. I need help to put it together from registration to event guidelines.

You may want to start with the health department to see what kind of regs there may be.
