is it better to put my lit coals on the bottom or the top of my pile of charcoal

A little more info would be helpful. Are you trying to have a long low cook as in the Minion method? If so, then the lit coals should go on top or to the side (touching). If you want to light off the whole pile for hot and fast, then putting the unlit on top of the lit would work.
